Include Worker in Compensation Plan, but Exclude Worker Salary from Budget

We have a business requirement to include a subset of the employee population in merit planning, however, the salaries of these employees will not fund the budget. What are some options to meet this need in WFC? We are using worker level budgeting today. Thank you!
