Notification to HR when there is a Transfer from ORC

Hi,
I'm working with a client that would like to have a notification sent to the HR when a transfer (local and global) for a current employee is initiated in ORC. Ideally, the notification should be sent when the status in ORC is Moved to HR so that the new/ proposed HRBP will know that they need to go to Manage Job Offers to complete the transaction. We have tried using Alert notifications and Checklist but both only notify after the transaction has been completed. Has anyone else come across this issue? If so, how did you resolve?
