New Position Taleo Requision template not showing

A new position has been created in Oracle and this now shows in the position list in Taleo. There needs to be a Requisition Template for the new role in order to create a requisition to advertise the role. The instructions state -Requisition templates are available to Recruiting Center users in the Libraries menu, under Templates. - I can't seem to locate the libraries menu - anyone else had this issue or could direct me further? many thanks
