Payroll Relationship for direct deposit

When an employee is trying to add direct deposit details during onboarding, on the direct deposit page, employee can see three values for Payroll Relationship - Worker, Pending Worker, Candidate Standard.

I opened a SR with Oracle (SR 3-23438584791 : Payroll Relationship in Direct Deposit during Onboarding) and I was told that it is expected system functionality. 

This is expected behavior that the Payroll Relationship shows the different payroll relationship types (Worker, Pending Worker Standard and Candidate Standard).
These are shown for cases where some customers need to capture the payment methods for persons while they are Candidates or Pending Workers.
