Change Salary Approval Rules - I am having issues setting up Approval Rules for Change Salary. Once I add a new rule, the rule seems to always fail

As part of the decommissioning of Person Management, we have had to setup approval rules for all of our Person Management actions.  We are now on 20C for TEST and get 20C on August 21 in Prod.  We have done a huge change management with using the new Quick Actions, and specifically not being able to use the Classic Review page to ad ad-hoc approvers.  We are testing and have setup approval rules to accommodate our 3 Legal Employers, Contingent Workers vs Employees, and specific actions scenarios.  The rules are working as expected for Manage Employment and Change Assignment approval
