Grade Step Progression

My grade step progression is not producing expected resultsContent
Hi,
I have created a grade ladder with three grades, within those grades they each have 3 grade steps, with the middle step as the ceiling in each grade.
I have applied a progression rule for the grade and the grade steps, at the ceiling step I have applied an exclude progression rule to try and stop further progression.
My grade step is working fine for progression from step 1 to step 2 (ceiling), but when I test expected non progression from step 2 to step 3 (within Grade 1) I get a complete grade jump ie Grade 1, Step 2 progression to Grade 3 Step 10. Why would this happen? Has anybody got any guidance on progression rules as I'm thinking this must be my issue.
