Can we update this field to NOT be Mandatory?

We have attempted to see if we can update this field to NOT be required as it slows our recruiters down during high volume recruiting. Our process requires requisition approval, but NOT comments. Is this hard-coded on the back end? If so, can we request the requirement be removed? Thanks.
