Recommended configuration to prevent other life events before New Hire coverage is effective?

My client has a 60 day waiting period before the benefit begin due to a New Hire life event. They are having issues with employees self-reporting other life events in ESS before the 60th day of employment. 

For example, the hire date is 6/9/20, new benefits are effective September 1. But the EE can self report a marriage life event in ESS 7/20/20 and enroll a spouse as of 7/20/20. We would like to prevent the marriage life event from processing if the EE is still in the 60 day waiting period.
