PublicReportService vs ReportService

Hi,

We are using both PublicReportService and ReportService to run BI report and extract data from Oracle HCM Cloud.

I wonder what is difference between these two web services. 

If functionality is the same, I wonder which service is recommended/supported by Oracle.
