ODA Integration with an Internal HR portal

We have an on premise portal with case management and HR help desk services hosted there , but the HCM services hosted in Oracle HCM. Is there a way to call ODA from the other bot hosted in Portal and get the deep links of HCM application. Also, the other way round - Is there a feasiblity in ODA to call other extrernal bots (May be azure) and get the responses and deep links as response in HCM ODA chat bot.
