I need a place for recruiters to capture notes on a candidate application not visible to HM's

Has anyone discovered a way (or know of a delivered way) to capture notes on the candidates application that can be hidden from HM's? We were going to utilize the interactions section for this because recruiters and HM's don't use it; however, I have only been able to restrict the HM's ability to "CREATE" interactions. They can still access the tab and see them.

Ideally, I would have loved for the interactions section to work because you have the ability to see interactions on the candidate profile level OR across all applications, which would be a one stop shop for Recruiters. This doesn't work because of the visibility issue.
