How to restrict user access for Sales Orders one person should not edit another persons Sales Order

Content

Currently users are entering Sales Order and saving as a Draft and another user logged in and Submitted the Same Sales Order.

Is this the standard behaviour of the Order Management Cloud application, please let us know if there is any alternate solution
