Manager not able to view Employee Skills and Qualifications(Talent Profile)

My Team-> Career and Performance-> Employee Spotlight-> Show More-> Skills and Qualifications.

Manager had been able to view this until we were on 20B this way. This is not working in 20C. Anyone else experiencing this and was able to resolve?
