Invalid Grade Error for HDL Worker Load

You must enter a valid value for the GradeId field, but I believe the Grade Codes I am using are valid

I am loading some history rows.  I have a person I am trying to load 36 assignment rows.  It fails with the error, You must enter a valid value for the GradeId field.  I have seen this before and usually it is because the grade code/Id being passed is either not a valid grade for the JobCode or it is not effective for the effective start date being loaded.

In this case I can confirm they are all listed as a valid grade for the job and effective between the time I am loading for the assignment.
