Can we enforce location based user groups when searching for internal candidates?

We have recently updated our security model to use User Groups based on the country that our HR recruiter resides. It's working well so recruiters can see external applicants only in the countries they do business. However, we would like these same rules to apply to internal candidates. Currently, if we add the ability to also find internal candidates in quick search or advanced search, recruiters can see all internal candidates, regardless of country. Is there a way to enforce user group segmentation regardless of external/internal candidates?
