Custom support role for inquiry access to all ERP modules

We have a requirement to create a custom role like ERP Support role that gives inquiry access to all ERP (Finance) Modules.

We don't want to enable the user with FND_READ_ONLY_MODE on the administrator profile page as this will make the employee self service read only too.

Has anyone create such custom role? Please provide some insights on what privileges were added to it.
