Email and bell notifications are not being sent when a Checklist is triggered

The Checklist notifications are not being sent to the bell or email addresses for current workers or Pending Workers.


The task are visible in the BPM so there doesn't appear to be an issue with the Checklist. The Checklist triggers when the candidate is moved to a Pending Worker from ORC. The email notification should be sent to the Pending Workers personal email address in ORC and to the current workers' work email address.

The Pending Worker does not have an email address populated in the Security console. We populate that field when HR converts them to a worker.
