Appropriate placeholder to host referral policy document for employee access in ORC referral module

Hello,

We have a requirement to host referral policy document for employees access while referring a candidate or an internal employee. 1 option I could think of is to add a separate tile on Fusion home screen with deep link to document stored in some other internal system. 

I would like to know appropriate placeholder to store this document. Do we have any place to store it in referral section. Please suggest.
