How to assign a checklist task prior to hire date?

Hi All,
We have a requirement where we want all checklist tasks to be assigned on the hire date of the employee, except one, which should be assigned to HR 5 days in advance.
Our checklist allocation criteria is "When the action record becomes effective" for action name "Hire". We dont want to change allocation criteria to "Checklist manually allocated or record created or approved"
Now for one of the task that should be assigned 5 days in advance, we have set "Offset Days" to "-5"
However, this is not working, offset days is not playing any role in allocating checklist task prior to actual hire date of employee.
