Minimum Period of Enrollment on Plan but not Option

Summary

Is it possible to use "Minimum Period of Enrollment" where EE can change options within plan but not disenroll from the plan?

Has anyone had luck with using the "Minimum Period of Enrollment" to force EE to remain enrolled in a Plan for the specified amount of time but can switch options?

Example; upon electing XX Medical Plan, EE must remain enrolled for 2 years. However, EE can change from EE Only to EE + Spouse, etc.
