Expenses Module without Subledger (AP)

Can you enable expense module as a standalone module without AP

Hi All,

Can you enable expense module as a standalone module without AP. Customer has some entities with only GL enabled and no subledger/BU. However they want the expense module to be implement for reimbursements. 

My understanding is..if expense module has to be enabled

1) BU is must as exp templates works at BU level

2) Create exp reports & approve them

3) Leave it as with out importing to AP

4) Create GL entries for inv & payment

Please correct me if i am wrong and valuable inputs are welcome.
