Tax calculation card association not created automatically for one specific legal entity

hi All,

          We know when we do a new hire a tax calculation card gets automatically generated and association details are entered. Also Federal tax card component appears at the bottom. Now recently after 20B, we are facing an issue that tax calculation card gets generated but the tax card association is blank. My team has to monitor new hires and go about fixing each of these. This specifically happens for one legal entity. Another legal entity is working fine. What can be issue.?
