Question on Initiative and enrollment

Hi Team,

We have a scenario where we have an initiative enrolling learners based on certain criteria. One of the learners was wrongly marked as completed as completed and instead of reset the attempt we did a change of status and marked as "Withdraw" and exclude from Transcript. System marked the learner as "Deleted"

We were hoping system will re-enroll the learner since he/she still qualify under the initiative but the system is not re-enrolling the learner into the course. 

Is there a way we can re-enroll the learner into the same initiative ?

Any help is greatly appreciated
