Can we have the budgets of the two modules PA and GL working simultaneously?

We have cases where we would have to be controlling the budget through the Project and in other cases the control should be through the GL, it is possible to have the control sometimes from the Gl and sometimes from the PA?

, it is logical, respecting at least the non-crossing of the Center Cost example.
