Error when I try to start autonomous database

Hi

Set up Apex on autonomous database, been working fine for months. In the last two days for some reason the adb has stopped. When I list all my resources via Oracle Cloud, I can see my adb, but when I click on it to restart i get simple message 'Error retrieving values'  . Not sure how to restart it. When I click on overview, I have 01 Transaction Processing dbs but when I click into this area I have no items displayed.
