Unchecked when hiring from ORC

Has anyone else experienced the Primary Checkbox in the National Identifier not being checked when hiring from ORC?  (for us, this applies to SSN)  When loading to the person record, it is blank and we are having to manually go in and correct it.

Not sure if we are missing something when asking for Extra Information (DOB and SSN) or where the issue is rooted at.
