Hi,

We are noticing that Reporting Currency (Ledger) is converting transactions from Ledger currency when users have used a User Rate type other than the one used in the Reporting Currency options. For transactions where users have used the Corporate rate type, the reporting currency is converting transaction from Transaction Currency to Reporting currency using the rate type provided in Reporting Currency options.

We have found the below oracle document explaining the process for EBS R12.1. But we are searching for similar documentation in Cloud to provide the details to the client.
