Can we restrict the view of background/reference check reports for Hiring Manager from ORC?

My client want to restrict the view of different reports provided by the reference check vendor as per the roles in ORC. My understanding is that the security of reports are handled by vendor but our vendor is saying 'SkillSurvey’s integration with ORC doesn’t include configuring the security on which reports a hiring leader gets vs. a recruiter in ORC. That’s really a core ORC product attribute that ORC would need to address.'

 

Is this correct or this is handled by vendor?
