From a candidate's perspective, the user is not able to make an offer as the "Respond to Job Offer" is not working as expected.

I am testing out scenarios and notified that the configurations are not set up for the candidate when they select "Respond to Job Offer" after extending offer to candidate. The user receives the below message. How can this be resolved?
