Employee in Holding Area

There is an issue we are seeing that when someone is in the Holding Area for any reason, when we submit the meeting the system is passing an empty rating in the Talent Profile and it's clearing the previous rating. I believe when someone is in the holding area and the meeting is submitted the the rating should not be changed as there is no change for these employees?
