Return performance goal to the employee after manager approval

Hi Every one , 

We have this case , 

Employee X enter and submit performance goals for approval .  Goals approved by manager . 

Then employee X request to some changes in the approrved goals , this is can be done by "Performance Manger"  , but is is not accepted by the user. They request from me "function or task" where they can return the goals to employee . Employee him self do required changes and submit back again to manager for approval

 

Is there any option to deploy these requirement.
