Hiring manager OTBI visibility of applications in Restricted Phase

Do Hiring managers have visibility in OTBI of applications in Restricted Phase that they can't see in ORC?

Hi, I'm guessing the answer to this is that the RBAC privileges do reflect in OTBI but if anyone knows for certain.

Can hiring managers see applications in OTBI reports that they can't see when their privileges don't allow them to see applications in restricted phases 

1. Hiring manager cannot see applications in restricted phase 
2. the hiring manager creates a requisition, it's posted and candidates apply 
3. the applications sitting in the restricted phases are not visible to the Hiring manager 
4. the hiring manager views an OTBI report on applications on their requisition. Will they see the applicants at the restricted phase ie. does the RBAC privilege control what they see in the report?
