Journal Source: “Payables” Freeze Journal is “NO” but not working as expected

Our business requirement to not to post specific Business Unit journal to Ledger. 

As we don't have any option to control this so we thought of enabling the "Journal Source"   Freeze journal "No" so we can delete the Journal after importing to Ledger.

But this option is not working as expected once Import the journal into GL, Delete field is grayed out.

Please suggest what is the functionality of this field. Screenshot attached for your reference.
