Changes Report - What are your practices?

Currently we are modifying the changes  report that we had using BIP and we stumble this difficulty

How's your company show changes in the changes report?

We have these options below:

Person Number Name Previous Assignment Category Current Assignment Category Template Option
100001 John Doe Full-time temporary Full-time temporary Show the data even if they have no change but they have change in other assignment field
100001 John Doe     Do not show the data if there are no change but have change in other assignment field
100001 John Doe Part Time Full-time Show only data if there are true changes on the field
