The eligibility profile assigned to a checklist template is not excluding by Location as desired

Checklist Experts - 

We have created a new location to house some contingent workers.  We do not wish to trigger the hiring manager checklist for onboarding for workers in that location. 

Test 1:  We added the one new location, then checked "exclude".  The other existing locations were left as-is.  This didn't work, as tasks were still being triggered.

Test 2:  We removed the excluded location, then tried again.  The tasks still triggered.

What's curious is our other location-based onboarding and offboarding tasks are working with specific locations included.  Is there something we need to do to keep these from being triggered for a specific location?
