How do I show budget amount and % in a plan worksheet?

We want a budget of 4% of all eligible salaries to be available to managers to allocate to their workers. I cannot get the budget to show after following all the threads and manuals and instructions.


I have tried to follow the guides and the advice in these discussions but I still cannot get a budget to show in the compensation plan.

I have added the budget percentage to every field I can find that relates to budget percentage for workers in the worksheet display component and in the budget display fields.

I have read in several places that the budget must be published but I don't see any option to do that. I guess starting the plan is sufficient?!
