Can we bring primary work location in primary location structure

We have requirement to be able to showcase work location while selecting primary location as one of the levels itself in HOW section of requisition form (country > state > city > work location), just like it was in Taleo. The primary location is mandate and hence we are trying to bring work location in the structure of primary location. But for some reason the only levels that are coming up is : country > state > city

We have tried introducing level 2 as work location in geography structure, but while defining hierarchy under manage geographies when we try to enter the work location, under Code type field the work location option does not show up, so I selected Unknown, but then the work location does not show in the hierarchy. Is this not supposed to work like this ? If anyone had similar requirement and were able to introduce work location in primary location, please advise on the solution to achieve it.
