Any attempt to translate the Expense Report template fails


We've tried to use both possibilities offered in OTBI to translate an existing template from the Layout properties with no avail :

- upload a translated version of the RTF in the Templates section with a different locale

- upload a translated XLIFF in the Translations section with a different locale

Though the uploaded translation are successfully saved, in none of the attempts were we able to get the proper translated version from the end user interface, no matter what language / localization preference we would apply to the test user.

In all cases, only the default template / translation would be applied. In case the translated template / translation was selected as default, it would generate the translated Expense report but we could
