Career section location search - city results not displayed at the top

When you search on the career section for a specific location, requisitions posted to that specific location do not show at the top of the results. We do have Faceted Search enabled.
The reason is any reqs that have the state that city is in only, or reqs posted just to the country are also included in the results. Example is Conroe, TX. If you search Conroe on our career site, you get any reqs posted in Texas or just United States. But you also get other locations in other states because some reqs have multiple locations selected. So Conroe, TX search brings up results in Massachusetts for example.
