Receiving an Error when applying filters to a report, however, report will run if no filters are applied

When running a report for Goal Plan assignments unfiltered, the report runs with no issues.

However, when we apply a filter to which Goal Plan we would like to view, we receive an error, and the report will not run. Our first thing was that it may have been a security issue, but our super user is still able to run the report.

Our next thought was it could be a 20D issue.
