Calling External REST API

I am not an HCM expert, but wanted to know if it is possible to trigger an external REST API (basically start an OIC job that takes some date parameters).

Is there a capability in HCM that an easy to use interface can be provided to the end users where they can select the parameters (for e.g. calendar view, etc.) and they can trigger the external REST API?

Would appreciate if someone can share an approach or any relevant documentation link. Many thanks in advance.
