Is there any way to exclude individual approval stage for few users in the group?

Summary

For executive group we have requirement to exclude individual approval stage, when submitter delegate submits expense for them.

Person A is submitter delegate for executive B. when person B submits expense for executive A, we have requirement to exclude individual approval stage (Expense report owner approval stage). We have to keep  individual approval stage enabled for non executives, so can't just disable that stage but looking for a way to exclude bunch of users from Individual approval stage.
