Best Practice to handle former employees applying to Job Reqs

Hi,
We have former employees applying to job req (external career site). We have workers records of these ex-employees (they are currently terminated)
If they apply using a different email address than the one we have stored in system, the Oracle Recruiting will not "detect" them as ex employees and therefore if we move to HR and hire them a new person number will be created. Our goal is that for this situation the former employee will keep the same person number if is rehired.
At the point that the ex employee has applied (using a diff email address), what would be the steps for the recruiter has to take (asuming that the recruiter -but not ORC- has identified that the candidate is in fact a former employee.
