What functionality is available for both Recruiter and BPO teams to work on creating an offer before it is submitted for approval?

Hi ORC Experts, 

I am working with a client who has an extensive list of pending worker fields some are Recruiter friendly but most require our Shared Services team's expertise in order to populate the pending worker record? 

Can others share how they have handled a workflow or handoffs between the Recruiter and a Shared Services team to create offer letters? Or, did you elect for the Shared Services to do the entire offer creation with TAP providing that team information to start the offer?
