HDL load of Tax Withholding Calc card, Association erring with "A logical start date is required."

Summary

HDL Calc card Association erring with "A logical start date is required."

Content

I can load the CalculationCard and CardComponent successfully but the CardAssociation and CardAssociationDetail error with 

"A logical start date is required."  I can't seem to find the issue so any help would be much appreciated!
