Looking for a solution for self service procurement for a desktop delivery from a punch-out using EDI

Our client has a requirement on  Punch out. It needs to have desktop delivery and possibly home delivery for the future. They are planning to use EDI for PO communication. which  requires deliver to address map to SDQ segment. If we define each desktop delivery as a deliver to location, it will result in more than 100K ,Maintaining so many locations will be nightmare e.g. of desktop deliver to location, Suit 101, Dermatology, XXXX Bldg, Oregon, USA. We explored One time delivery address option. Which needs to be entered every time and not supported by EDI.
