Performance Rating Formula is not Working as Expected.

Goal Section rating calculation is not working as expected. We have three level rating Model. Top Contributor - 3 , Core Contributor - 2 And More Contribution Expected - 3Content
Hello Experts,
We have a requirement for the Goal section calculation based on condition -
If Goal rating <= 1.25 Then Goal Rating Value Should Return 1 - (More Contribution Expected)
If Goals Rating >1.25 To <= 2.25 Then It should Return 2 ( Core Contrubutior)
If Goals Rating > 2.25 Then Value Should Return 3 ( Top Contributor )
Problem Summary While doing the self-evaluation it's returning 2 (Core Contributor) only, however, I am giving the 3 ratings to each Goal item in the Goals Section. Rating gets calculated based on weight and Rating - Goal WeightXRaing/100
