CSW Condition - Auto Progression

Hi,
We are attempting to add a condition to our Screen Passed CSW status which would auto progress candidates with a certain assessment recommendation (Fair, Strong, etc) to this step. I've setup the conditions, and performed a couple of tests with two candidates. The auto-progression is not occurring. What am I missing?
