How can I customize Layout Page?

Hello all

I'm having a problem with knowledge. Where Create button is not appearing to a user that has the approppriate Role.
I'm trying to see how the page was customized to verify if anyone has changed any default values.

Which tool should I use. Couldn't find anything in HCM - design studio, page composer and not familiar with application Composer fields.
Can anyone direct me where should I go?
