When creating an offer the Action field is blank

After the upgrade to 20c, the Action field is blank for recruiters so they cannot create offers. The Action field contained the values to a Add Pending Worker for new hires and other actions for existing employees. Administrators with additional HCM access are able to view the lov's in the Action field.

It appears to be a security issue because the Action is active; however, we have not made any changes to the recruiting role. There doesn't appear to be any security changes related to Recruiting in 20c.

We have an SR open with Oracle so far they are reviewing the security role.
